If CC were to do it, which I would object to, the problem would be BY-SA not
BY. A CC BY for software would be better than a BY-NC or BY-ND or BY-NC-ND,
but BY-SA would be a needless complication unless it were GPL compatible, and
then why would it be needed?

We sure can't. And in the long run, I have found that it can be a good thing
in some instances.
