What can happen in the GPL world is a dual license where the code can be
available under the GPL and an "all rights reserved" with negotiated
exceptions.

I think MySQL does or at least used to play this way. I think they are able
to
offer the more restrictive license by writing all of the code themselves or
requiring some sort of "rights" donation/license on the part of contributors.

Such a game could also be played in the CC arena.

I don't know how much I like it or think it wise anywhere, but it does exist.
