The fine print in the footnote states who/what is _not_ an "allowable NC
User".
That footnote should either be scrapped, or included _before_ the
first question.
IOW
1: Are you an individual. yes/no. If "yes" go to question 6. If
no, go to question 2.
2: Does your organization have 501(c)(3) status by the IRS, or the
equivalent in your country? yes/no. [If "Yes" go to question 3. If
"No", go to question 4.]
3: Is your organization one of the following:
* Educational
* Charitable
* Scientific
* Literary
yes/no
If "yes" go to question 6.
If "No", then the proposed use is commercial, and violates the NC licence.
4: Is your organization a copy shop, ISP, or similar service, who in
the course of providing a service at the direction of an allowable NC
User, may exercise a right licenced under the CC licence?
If "Yes", go to question 6. If "No", then the proposed use is
commercial, and violates the NC licence.
5: Is your organization religious?
If "Yes", then the proposed use is commercial, and violates the NC licence.
6: Is the NC Licenced content being used in an advertisement for third
party products or services?
yes/no.
If "Yes", then the usage is commercial, and violates the NC licence.
If "No" go to question 7.

Can anybody explain why religious organizations would not qualify as
"an allowable NC User"?
Is there any reason why 501(c)(4) organizations do not qualify as "an
allowable NC user"?
