The RTHK questionnaire is already very elegant and yet helpful, and
should be good enough for wider distribution.

I also second Pindar's idea about targeting secondary school teachers
teaching Liberal Studies. This semester I have a master in general
education class that consists of mostly such teachers from secondary
schools. The class is about globalization, one of the several
formidable subjects they have to cover in Liberal Studies. The
students already made their presentations using RTHK's video footage,
for example, on in a project that introduces fair trade to high school
students.

What's the best way to reach this group, who may need to use RTHK
materials to benefit many more and younger students? HK Education
City?
