No, that is not how I defined Super VGA.
640x480 with 256 colors (8 bit) is sufficient.
However, Xvesa is unable to display 8-bit color.
Therefore, for Xvesa, 15-bit color is the minimum
Super VGA available.

Xvesa does display in 8-bit color (oddly), but 4-bit color will not work, with:

opera
links2
abiword

800x600 with odd colors is often more useful than 640x480 and it can be difficult to find an X server for some laptops.

The Opera preferences box is not usable at 640 (buttons are offscreen) but works fine at 800 (which also requires less scrolling for wide sites). Under Xvesa 8-bit color you can't read the menu (black on black, as reported by James) but the program is still usable (F2, enter a URL) and displays dithered images.

4-bit color works fine with xpdf, xv, and xli. xv looked better than xli (dithered).
