zgv is using 3.8% of RAM (192MB) = 7MB
xv 5.6% Xvesa 0.8% xinit 0.4% (no wm) = 13MB

In BL2 (1280 resolution?).

Why are you comparing zgv to xv? The image viewer
in BL3 is xli.

In BL3, with an older zgv (4.2) and svgalib 1.3.1 (which is buggy, and crashed so I can't use that vt again without rebooting), 640x480x16 (because Xvesa can't do 8-bit):

zgv 1.5% MEM = 2.9MB
xli - 1.3% + Xvesa 0.8% + xinit 0.2% = 2.3% MEM = 4.4MB

zgv uses less memory at 8-bit than 16-bit depth.

seejpeg would use slightly less memory than zgv
I don't have viewjpeg handy to test.

There is a precompiled svgalib 1.4.3 that might work more reliably even with zgv 4.2.

Steven included seejpeg in BL1 along with libvga.

I don't think so. BL1 had a much smaller viewer
(I don't recall its name at the moment).

Sorry, I must have added it myself. I think yours only worked in 4-bit
color but maybe that could be changed in libvga.config.

viewjpeg: svgalib fileviewer
1.0 Beta1
1995
views jpeg gif bmp xpm xbm targa ppm
netpbm can convert other formats to ppm

Did your version view all these formats?

I did not find source code for viewjpeg.
Seejpeg is provided by slackware. It uses nearly as much RAM as zgv.
