e2fsck runs automatically every time BL3 boots.

Press CTRL-ALT-DEL before powering off. This gives Linux
a chance to clear its buffers, update the filesystem with
recent changes, and umount all filesystems.

The default BL1 and BL2 ran from a ramdisk (with a brand new
copy every time). Clearing buffers and updating was not an
issue then.

Yes.

Or, alternatively, you could do it the other way round:
mount the partition from inside BL3.

mount -o loop fs.img /mnt

Natually, you first have to mount the (dos) partition that
fs.img sits on. You could even copy fs.img to your Linux
partition and play with it there.

Probably not. You only need chroot if you actually want
to run BL3 from inside another Linux (but that is not
necessary for editing/copying/deleting).
--------------------
cd /mnt
chroot /mnt /bin/sh
--------------------
BTW, when you chroot, you are still using your original
kernel (not the BL3 kernel). So, if your kernel requires
something special in the filesystem (like devfs), it might
not be happy running on the BL3 filesystem.
