I do recall that some versions of the telnet server do not allow login
as 'root'. You must login as some other user account, then 'su' to
root. I do know that this is the case with RH 7.x and up, and I
believe it's true with all versions of xBSD, but I don't know about
Slackware 7.1, which BasicLinux 2.x is based on.

This may be configurable behavior; I'm not sure.
