The ramdisk is only created on the ramdisk version.

Then no ramdisk will be created. The line that says:
"16 RAM disks of 4096K size" does not mean that those
ramdisks have been created. It is just telling you
that the maximum number of ramdisks you can create is
16 (with a maximum size of 4096).
