I've been doing Hebrew for thirty years at major institutions and I've never even seen this use of quotation marks. It makes no sense to me. I find it in none if my grammars of lexica, for what it's worth.

When dealing with Hebrew roots the custom (or, better, the "rule") is to write them with quotation marks (namely  ") before the last letter for the sake of distinguishing a word which is nothing but a root from a current word...

בחן is not exactly the same thing as בח"ן.
