The verb רעה means "to take out to pasture" or literally "to scatter about in a horizontal direction" it is related to רוח
What of :
ירע to move back and forth (Is15:4)
רעע (vibrate) shatter, impair (Jr15:12)
רעד tremble (Ex15:15) shake, vibrate (Ps104:32)
רעל to vibrate (Jastro) to quiver (Nc2:4)(Zc12:2)
רעם thunder (Ps96:11;104:7)
רעש to quake (Jd5:4)(SmII22:8)(Is13:13;24:18;29:6)

In my opinion there is no such thing in Hebrew as "comes from". One word does not "come from" another word. If ראש RO$, 'head', "comes from" ראה RAAH, 'see', then by this plan of things רעש RAA$, 'rattle', "comes from" רעה RAAH, 'pasture'.
