isaac,

yes, he wrote it in mesha-at language, and even mesha-on and mesha-it
could understand it. the reason is that he was doing PR and wanted as
many people as possible to read his post and know his victories.
just like today's bloggers.

i do not even know if the moabites, a half nomad people, had any
proper literature to draw on in terms of style, so probably the
high brow venue was not even an option for him.

reading the stone one easily observes that the message is put
simple and clear; the sentences are short and do not apply epic
rhyme nor word variation; the vocabulary is very basic. so, he
did not have style in mind.

and, he used qatal and wayiqtol the same way it is used in BH.

you can read his stone, reproduced in modern hebrew letters in wikipedia.
