It is unlikely there is any such "edict" of the Hebrew Academy. More likely,
the Hebrew Academy allows the use with dagesh in cases where the
previous word ends in an open syllable ("kneged arba'a banim") but has not
ruled out the use without dagesh ("kneged arba'a vanim").
