This subject of the verb is "it," (or, technically in linguistics
terms, "pro"). This is the same "it" that we find in the English
"it's raining," or "it's a good idea to...."

The basic idea is "people shall call this [ZOT] woman [ISHA]." ZOT is
the indirect object, not the subject. Frequently, an indirect object
can become the subject of a passive verb, but here it did not.
