Presumably this is the gmail default, which is very sensible for what is
obviously intended as an international system.
Each message has an encoding attached to it that tells the mail
reader what encoding to use for reading that message. Some mail
readers, however, ignore that information and use their own choice
encoding which leads to Hebrew being unreadable if the actual
encoding is different from the encoding the mail reader uses. gmail
sends and interprets the information fine. Google now has a
Israeli office and many Google services are currently being converted
to Hebrew (many already have).
