I haven't come across where it has that sense in modern Hebrew, I lived in Israel for 12 years and I am fluent.
If I have been missing something, can you give me an example

Both in Ex3 and in Ex33 'verb asher verb' has the
sense of refusal: refusal
to tell the name and to show the face.
ehye asher ehye is not the name, but a refusal to
tell it. Similarly in Ex33
It has that sense in modern Hebrew (slang?) - it's a
curt, impolite, impatient retort; but in Biblical
Hebrew?!
