The verb used in Proverbs 21:14 is KPH and this is the only use of the verb
in Tenakh. It has no words derived from in in Tenakh. Is there any cognate
language that can give an insight to its meaning?
As it stands, it appears to have the meaning to incite or to inflame, for a
gift in secret is one that is fishy where neither the giver nor givee wants
publically to acknowledge it, strengthened in the second cola where it is
described as a bribe in the bosom. (Does $XD ever have a meaning other than
bribe?) Such inflame anger when others see the injustice they cause.
