As it stands, it appears to have the meaning "to incite or to inflame",

But the NRSV translates: >> A gift in secret averts anger; and a concealed bribe in the bosom, strong wrath. <<
and JPS: >> A gift in secret subdues anger, A present in private, fierce rage.

Swanson, in DBL, translates the verb as : >>appease, soothe, expiate, i.e., to avert anger by causing some limited measure of pleasure by an action (Pr 21:14+) <<
