No doubt the Rabbis were following 1 Chronicles 29:29, which can be
read as suggesting precisely this.

So, has anyone before NPL claimed that Samuel wrote the whole of these
books?

The Rabbis, B.T. Baba Bathra 14b-15a. But even they say that after
Samuel's death (I Sam. 25) the book was continued by the prophets Gad
and Nathan.
