Peter, I'm not quite sure what kind of change you are saying is suggested.
Is this a
change of speaker? Even if "faithful city" is an inclusio, that does not
prevent the
original speaker from continuing. Hence, my original question.

Perhaps "parenthesis" was the wrong term. Would you prefer "transitional
statement"?
Anyway, NIV clearly takes 27-28 out of the quotation marks.

I personally am steered away from the verses simply being a transitional
statement
because, instead of smoothing out problematic grammar, these verses are the
location
of some of the more unusual grammar forms. As I said, it looks like peak to
me. I
guess I'm just going to have that open note to myself to continue to look for
shift of
person at peaks in predictive narratives.

Hey, I know! This is just another example of editorial work that was
botched! ;^>
