It shouldn't take to long for soil microbes to break down the vinegar. To them, it's food, an energy source. I would guess that it shouldn't have an effect on anything planted a week later. Remember, vinegar is really a natural product and the environment is well-equipped to handle it.

How long does the horticultural vinegar persist in the soil?  In other words, how long before new plant material can be planted where the poison ivy once thrived?
