Thanks for the suggestion, Steven. Looking at the packages in windows it
seems that the package names are all lower case.

Can anyone offer any other suggestions as to why these packages do not
install and/or the meaning of the message.

Is that file named xbin.tgz or XBIN.TGZ?
If it is the latter, rename it to xbin.tgz.
