The standard place for J2EE app libraries is <approot>/WEB-INF/lib
If that doesn't work, then it must be Tomcat classloader issue.

Platform? Windoze I suppose...
Anyway, could you show us the classpath you use now? Does it mention the
jar file itself, or just the directory the jar is in? (Needs to be the
jar itself.)
Have you diff-ed the configuration files between your old and new
Tomcat?
