Spinix does not come with any rpm software, but I am sure that the
program will compile on it.
As for the other question, I do not see why you could not setup a
bootable cd and then have it mount /etc from floppy. The only thing
you need to keep in mind is that /var has a lot of system updated
files under it. It needs to be writeable. I am sure you could get
around this by mounting /var into memory.
