This is perfectly sane behavior. It should be this way and none other.
When the spell is first installed, it'll install the config file (this applies
to most spells and most config files). It gets tracked.

Now, recasting the spell removes the file on dispel and re-installs it,
basically updating it.

When the user modifies the file, its md5sum changes. Dispel notices this and
does not want to remove it because we don't want to trash the hard work the
user
had modifying it. The spell now does not overwrite it for the same reason.
(note
that touching it would trash it on the next recast)

There is really no way (except probably using volatiles etc.) to do this
otherwise. This is no bug, but a feature, IMHO.

The morale of the story?
When you value nice, ISO-grade cache tarballs,
Always make sure, when the config file exists, that the spell is marked as
installed and the config file is tracked in the install and md5sum log for
that
version. (so that it is removed on recasts)

So chroot creation should take care to
1. install in a way that all files installed are tracked as well (e.g. untar)
- NOTE: config files not in the tarball will be installed and tracked in the
next recast
2. HANDS OFF /etc! In a chroot, almost none of the files have much of a
function, so there should not be any reason to modify them.
3. To unbreak spells, wipe /etc clean of everything related to the spell. Be
careful, some of it is needed. Some of it is even needed by some spells and
installed by others (/etc/pam.d I think for groupadd)
