Mostly, not dispelling initscripts will just confuse users because after
removing a package, it will still try to load and so they will see error
messages upon boot, but doing as Casey says (`telinit disable <blah>`) would
fix
that and remove many of the concerns, except for the idea that /all/ files
installed by a package should be tracked and installing a package should
generate no alien files. The only way (that I see) a user could break their
system by having init scripts removed is if they removed init.d, but not only
is
that sustained, but they'd have to be an idiot to do that on purpose, and none
of our packages conflict with it. There are several other packages that
dispelling would destroy a system (linux, simpleinit-msb, lilo, grub, etc.),
should we then make their files untracked (extreme example, yes)?
