Alright, let me clarify a few things:

1) Devel grimoire is for spells which aren't ready for regular use.
a) This includes spells with new versions of software which the guru feels
may
break things/is not ready for everyone (mysql update, gcc updates, trying out
new GRUB configurations, updates to linux kernel for boot loaders, etc.)

2) Test is for spells which are, to the guru's opinion, ready for general
users
to use without too much worry (i.e. will not wipe their data and/or make their
system unbootable). These spells contain all fixes to the spell (not updates,
mass configuration additions, etc.) which have been filed in bugzilla or
otherwise noted to a developer and fixed.

3) Stable is for spells which have no /known/ bugs and work well with the
majority of the rest of the spells in the same grimoire (i.e. stable).

This is how I see things, in general. Any questions, ideas, etc.?
