The community as a whole sets the standards. Any and all project-wide
official policies (i.e., most if not all of the "policies" on the wiki)
are determined via official votes carried out in accordance with [1].
There are also policies per component that the component leads set.
These tend to be more "minor" policies that don't really affect the
community but only how development is carried out (e.g., policies on
testing requirements, what kind of information goes into a commit log,
etc.).
