install_config_file only handles installation. Part of cast includes
dispel, which has a different mechanism for config files.

The file gets installed, but since its not marked as a config file,
as someone already pointed out, dispel removes it as it would any other
"regular" file. Then the spell's INSTALL copies the file in.
