Ibiblio is converting their mailman database to use UTF-8. All future
mails to (most) mailing lists will be in UTF-8, and the other archives
will (slowly) be converted. Supposedly *all* mailing lists have now
been set to use UTF-8. So if they are still appearing incorrect on
sm-commit, either:
* The mailer sending to sm-commit does not support UTF-8
* sm-commit has a bug and Ibiblio should be notified
