Ah, you're right, "-l" is "compiled in." Why is our apache2 spell compiling mod_rewrite in is the question I have, although it probably has nothing to do with this problem.

If you move the mod_rewrite instruction to httpd.conf and do a simple "httpd -t" does it say "Syntax OK?" Could you file a bug and attach your compile log for apache2?
Also, may I ask you to try the "httpd-dev" spell and see if it makes any difference?
