I would rather that anyone who is registered can write to unprotected
or new files, and more official documents or areas be locked down to
certain groups with moinmoin's acls. Team leads would approve people to
be in those groups rather than all or nothing write privileges . Maybe
I missed where C was discussed. In anycase, its mostly an implementation
detail. Also, old or unused "scratch" content can be deleted if need-be.
