Haven't seen this before. preg_* are the built-in regex functions, right? or are they PCRE functions? I've updated PCRE recently, you might want to try it. Also, I assume that the tarball's checksum is correct?
When you dispel php, is anything left in /usr/share/pear? If no, try removing this directory and casting php again.
Please open the bug if nothing helps. Thanks!

Does anyone have any tips on what might be wrong?

Installing PEAR environment: /usr/share/pear/
make[2]: Entering directory `/usr/src/php-4.3.2'

Fatal error: Call to undefined function: preg_split() in
/usr/src/php-4.3.2/pear/System.php on line 64
