Chris,
The most important factor regarding when to work with your bees is, what time is convenient for you? I prefer to mess with my bees early afternoon, but 5 p.m. is fine too. Too late in the evening and all the grumpy foragers will be at home with nothing to do but give you a hard time. You can still mess with them then but expect more stings. Don't worry about the high temperature, except to the extent that you personally don't want to get heat stroke. Bees are excellent at heating and cooling their brood nest to maintain a constant 95 degrees and constant high humidity. They easily handle the disruption cause by normal inspections. People agonize over bees way too much over things that are not important in the least. They aren't made of porcelain or eggshells. They are, by nature, very tough and adaptable. The spring honey flow is over. There isn't any need to add honey supers.
