Any oxygen below 6 ppm will promote anaerobic organisms, which includes the
disease organisms. The USDA hasn't apparently read Bergey's Manual, or
some of the basic microbial physiology text books about how critical it is
to maintain aerobic conditions. Well, when you realize that the USDA is in
the pocket of the big chemical and bio-tech companies, you can understand
why you get the responses that you do from the "company patter". If people
realized that they can take much more control of their own food production,
how simple re-cycling is, and that those toxic pesticides and inorganic
fertilizers are not needed and in fact damaging, then the chemical and
biotech companies would fail. So, the company line is that "compost",
which they can't even define correctly, is chock full of diseases.
In properly made compost, typically NO pathogens are found.
If it isn't really compost, then disease organisms are the likely to be
found.
It was good of you to send the pictures, and you did well, but not
perfect. You might want to review the on-line course on the Shadowing
microscope a couple times. It sounds like something isn't quite right in
your set up. Maybe you could write out the steps you are taking in doing
the microscope, and maybe I could catch what isn't quite right. Want to
try that?
Predatory nematodes typically need other nematodes to eat. So, you need
good numbers of bacterial and fungal feeding nematodes FIRST before the
predatory nematodes will show up. Also, predatory nematodes do not like
disturbance, so you need to leave the pile alone, but keep it moist (40-50%
moisture). Can be tricky to remember to routinely wet the pile and not
turn it.

On a side note, In my perpetual quest for diversity in my pass thru vermi
system I was wondering if anyone might be able to suggest a likely
environment to find predatory Nematodes. I seem to have bacterial feeders
but am not recognizing any of the predatory Sp.
