We have tons of sunflowers growing near Pine Ridge, in Zone 4. At about 350=
0 feet. Also rapeseed.=A0

Maximillian Sunflowers have great breeding potential to increase seed size
and oil content, but as it stands the seeds are tiny, which would
necessitate huge acreage to yield quantity. The other problem with Maxis in
the North is they are a very late bloomer and tend to get frosted before
seed formation. Even here on the Northern Front Range of CO (only 40
latitude) at 5,000 ft. they are not reliable as a seed crop unless planted
in a warm microclimate.

Wes Jackson and the Land Institute know way more about perennial oilseed
breeding than probably anyone else.

How about Walnut, Hardy Pecan, Butternut, etc? I bought some hardy pecans
from a farm in zone 4 in northern Missouri, they are small but far superior
in taste to southern grown pecans (probably better to eat 'em than press
them for oil).

Annual sunflowers and pumpkin seeds are great options, though they don't fit
the perennial parameter.

Animal fats and nuts are the traditional oil/fat source of cold climes, as
Toby indicated.
