I had a problem with excess rainfall washing/leaching soil, OM and nutrients
away from my garden in the runoff
so I used a tractr and a skid loader to lay our garden beds with tall wide raised beds with deep below grade ditches along their sides. These ditches would contain most railfall and overflow would be channeled to flow out into other garden area far away; overflow from that system merged with yard and driveway runoff to flow into special ditches running around but not into the gardens and into ditches beside the driveway, through a culvert and into a large pond dug large for the purpose of impounding this water. Aquatic weeds grow on the surface of the ponds (I have three of them scattered over the farm) and in the shallows for water purification and nutrient recycling to produce a supply of biomass to use in the gardens.
