This is quite true. There is no safe dosage of radiation. It is cumulative
and any exposure to man-made sources just adds to the background radiation
and increases cell mutations. Even medical people do not understand this,
and they think X-rays are "safe". It will take nature many generations to
repair the damage done by modern misuse or X-rays and other forms of
radiation exposure.
