I just run my string trimmer/ push mower over the area first & bring everything down to ground level. If the material hasn't gone to seed you can just let it lay. Then your cardboard & paper sits tighter to the ground, & does a better job of suppressing future growth.

paper/mulch treatment. This project we're doing is so large that we're
considering not weeding, just paper/mulch. There are a lot of dandelions,
and the soil is very sandy. I was considering flame weeding or a vinegar
herbicide.

Has anybody done this on a large scale and is it wise to forgo the weeding
part of the landscaping?
