Jennifer,
When using wood chip mulch as a weed barrier, I try to initially remove the
deep rooted weeds such as Nutgrass and Bermuda. I think it is mostly
psychological though. A heavy wood mulch is a really good weed supressing
barrier. Underlayings could consist of newspaper or cardboard. Both are
digested in a few months. If the area is very large, wood chip mulch alone
is usually sufficient.

pull out roots and lay something under the bark mulch to prevent grow
through?
