Both Drupal and (I believe) Joomla, are open source and free. With
Drupal, you download the latest drupal archive file, un-archive them,
upload them to your server (that also has MySQL/PostGres databases) via
FTP. You create a database (or ask the host to help), direct your web
browser to the install.php in the uploaded directory and follow the
instructions from there.
After that point, you can change all the settings via the web and create
content via the web. Creating a very customized look for the site, or
adding unique functionality that isn't available requires greater skill.
But out of the box you get a great deal of functionality and
customizability. WYSIWYG design applications like Dreamweaver are not
required, but your host does need to provide MySQL or PostGres databases.
