You would think so but they may be directly or indirectly in collusion with the cabal through their lobbyiss and campaign contributions. Then again they might not be in collusion but unwilling to get involved or otherwise disturb the status quo. After all, if you knew you were bound to wind up with poor or compromised health or have chronic health problems, you'd be more likely to purchase health insurance and the max you could afford. Just a thought.
