Rotating cyclindrical structures pulling water over a cloth membrane become
inhabited by bacteria that act as a bio filtration device:

powered by solar panels? This type of filter is used in fish farming to
eliminate organic wastes associated with fecal matter excreted by fish in
high concentration. It also oxygenates the water, while evaporating VOCs.
