"They say" the ancient Romans and Muslims used such ground tube
technology, and there is supposedly a building in DC that used to have
such a system.

there is a solar AC yahoo group and its archives have a rather
extensive discussion of this. As I recall, to cool a 1400 sq ft
house, you would need about 400 ft of 6" underground tubes. problems
associated with such systems include heating up the ground, so you
lose the cooling effect (primarily a problem in places with limited
space so they loop the tubes, not a good idea as it turns out).
