This brought up the question - are there any health hazards with using the water plants from the pond as mulch for other plants? Should it be used for non-food crops only or something?

There were plastic Venetian blinds made in China that contained lead;
there was a consumer alert about them. Other than that I am not aware
of any problem with PVC or polyethylene products other than with using PVC
pipe for potable water lines; at somewhat elevated temperatures the pipe can
exude toxic gases into the water;
then again those gases would eventually go into the atmosphere and not become
bound in plant material grown in them.
PVC is used for irrigation lines in hydroponics operations growing food crops.

Find out where and when these pools were made. I doubt there would be the
lead problem found in the blinds.
