Bob,
A good sand will remove the poly urethane and you can buy the tung oil from most good paint shops.
The beauty of the tung oil is that you only need a light buff with sand paper on the scuffed and highly trafficed areas prior to applying top up coats.
It also brings out the grain of the timber very nicely.

Umm - instant and interesting problem ... I have a poly urethane coated wooden
(manufactured board on concrete) floor in a community hall that needs to be
resurfaced... could we sand it off and resurface with tung oil -- does anybody have a
source of this material and a price and possible availability in Australia
(anywhere:-)... also any knowledge about application?
