Mary Feldblum,

The loss of farmland in your state, New Mexico, is a problem
that is occurring with increasing speed across the nation. Many local
communities and states are grappling with this and coming up with
creative solutions, such as zoning, land trusts, purchase of
development rights (PDR's), transfer of development rights (TDR's),
and farmer/public owner partnerships.

Your best bet would be to contact some of the following organizations
to learn about some of these strategies and local solutions:
