Here's the response on Bugzilla from ibiblio.

John H., is this going to be possible - install and run it from my (i.e. our project) directory? It needs MySQL backend, etc.

I was hoping for a simpler answer - since you are our sysadmin guru, can you follow up on this as you contact them about our other needs?

I would like to use bugzilla as our issue tracking system. My question is whether or not this is something you would be both willing
and able to provide.

We do not run a global installation of bugzilla, but you are free to install and run it from your own directory on ibiblio.
