Last year, I ordered a 'Black Pearl Thornless' blackberry from Raintree. It
arrived dead. They offered to replace it for free this year, but now they
don't have it, and are offering something else in exchange.

I could just accept that it's my fate to never grow 'Black Pearl.' Is it
available anywhere? My attempt at googling doesn't turn up any nurseries
selling it. If anyone here has a rooted cutting or something to spare, I
could trade other plants for it.

If you want 8 ounces for 100 gallons, that means you want one-hundredth of 8
ounces for 1 gallon.

One good way to do that might be to dilute 8 ounces of the surfactant with
enough water to make a
total of 100 ounces. This would be somewhat less than a gallon, so you could
keep it in an
appropriate gallon jug. Then mix 1 ounce (a shot glass) of this mixture with
each gallon of water
for your final solution.

If you mixed 4 ounces of the surfactant in water to make 100 ounces total,
you could mix 2 ounces
(1/4 cup) with each gallon of water for use.
