Basically, I agree with you. CAR isn't nearly as serious a problem as
fireblight on apples or quince rust on quince. You get some leaf loss, so
the commercial boys will see some production & quality loss. Homeowners
probably won't notice (at least in my climate), except the somewhat reduced
quality. I don't even spray for it, but I appreciate cultivars that have
natural resistance and note relative susceptibility for discussions with
other apple folk.
